just wondering if the OAT gives a table for reference or do we have to know the values for each functional group in NMR and IR? Are there any functional groups in particular that should be stressed?

I don't believe they gave me a reference table, just the periodic table of elements. I would concentrate on the big functional groups -- carbonyls, alcohols, amines, aromatics, etc. hope that helps & good luck!
