NMS (Internship APP) ethical dilemma

OK, so here is as short of a version as I can come up with.

I am applying for Army internships (there are 5 of them) because I am in the Health Professions Scholarship Program. I have to apply to these, because the Army requires it as part of HPSP. (Makes sense, because they are paying your tuition, books, fees, and stipend so they want to get their money's worth).

The way it works is this:

There are about 25 HPSP recipients per year, and there are coincidentally about 25 internship slots available. The slots are more or less for HPSP students. (It is possible to get an active duty internship without HPSP, but highly unlikely--last year 1 person applied to Walter Reed and Madigan and did not get in because they did not meet all the requirements to be an officer. HPSP students have already gone through this process and are commissed ahead of time). The DOT's at each site will sit around a room and divy up the APPI's between them, trading them almost like playing cards. I have spoken to all 5 DOT's personally and they have confirmed that this is how it works.

So if you are reading between the lines here, it is like a match within the big match. Sooooooooooooo...

They have made it clear to me that they would like to know what my rankings are so they can best fit me into the site I want, since they are giving me one. (I know this is a bummer for everyone worried about match day, to which I say "join the Army.")

The Army wants me to be happy in my internship, so the one I am the most excited about matters to them. This is an ethical violation by NMS standards. Any ideas about how to get accross to them where I REALLY want to be without breaking the rules?
 
That's kind of what I think, but others have said I still need to get around it technically. Maybe a secret sign, like blinking twice. :laugh:
 
I'm not sure I see the dilemma. They are trading applications freely. The army is one organization. You are, for all intents and purposes, already matched. They just want to know where, within their organization, you want to go.

I see it the same way, it is as if you went to a consortium, and you are now being asked preference where you want your major and minor rotations. Congrats on your placement, I'm still sweating out the application process (currently updating my CV...blah).
