No fellowship, but board eligible??

As a resident, I was pretty shock to learn that one of my attendings, practicing forensics psychiatry, never did the fellowship but is board certified in forensics psychiatry. Apparently, if you work in the field you qualify to sit for the boards. Does this apply to every sub-specialty i.e Childs, Geri, etc ? If so, why do a fellowship?

The 1999 examination was the last one which did not require that the applicant had completed a fellowship in forensic psychiatry. Beginning in 2001, completion of an accredited fellowship was required. The first recertification examination was given in 2004.
