Could someone can explain for me ?

Does upen care about the materials such as reference letters and PS, other than what is requied in their website? I personally definitely do not bother to send those extra stuff, but I worry about to some sence, they may add some weight on the application. Therefore, I want to ask you about this and please confirm it.

There is only half page for the Personal Statement in the application form. Should I write in additional paper or just no more than half page?

It's always recommended to send the reco letters and Personal statement...

Yes, you can attach the PS in different sheets...

Dosen't hurt to add recommendation letters....

Abt the PS you can always add more sheets or simply write the whole of it on a separate page and attach it to the form....
