Not completing secondaries? rejection or incomplete application

If you decide not to complete a particular secondary, will you be considered a rejection for statistical purposes or rather an incomplete application. I'm trying to ascertain how schools perceive you if I had to apply as a reapplicant.

You will be incomplete until their deadlines pass, after which you will be rejected (sent the whole letter and everything).
 
you'll never be sent a letter. I didn't fill out secondaries for a couple of schools. I never heard from them. If you don't give them your money, they're not going to contact you.

In truth, you didn't even apply if you don't pay them.
 
I don't see the point of applying to certain schools if you're not going to fill out every secondary. Sure, you might make the cut at some schools and receive secondaries from all the schools you applied to, but for every school your app is complete at, your chances go up.
 
I didn't fill out secondaries for two schools - One did send me some quasi rejection letter stating that they had to close my file, sorry, blah, blah, blah, and I never heard from the other.
