Not enough rotations available at home institution

I'm applying into surgery and we got our 4th year schedules back. To my surprise, I could only get 2 surgery rotations in the first 4 months of 4th year (might be able to add SICU, but sounds like not many spots will open up in any surgery services because there are a number of people in my position). Now I'm obligated to use VSAS to do an away, which I don't want to do at all because of cost, inconvenience, and it's simply not that helpful to my application. Does anyone else have this problem at their institution? I'm genuinely curious if this is common, and I don't mean for this to be a rant.
