All:

Someone at my school recently revealed to us that he certified (apparently a great deal) more than the 15 "free" programs the match allows. He was told he was going to be charged more than $300. He backed out of it, recertified only 15, but still was charged $300+. He called NRMP up, and they said you are charged money based on how many programs you initially certify, regardless if you were just doing it for kicks and recertify later with fewer programs.

They told him if he had a problem with it, he didn't have to use their service and, therefore, didn't have to match. Nice.

From NRMP.org:
"When a rank order list with more than 15 programs (or more than 20 in the case of couples) has been certified, a notice that extra fees will be due is displayed in red on the Certify Rank Order List page. Unless the extra ranks are deleted from the rank order list, the fees must be paid after the list has been certified."

This is on page 68 of a 87 page .pdf file for applicants, so I guess it is true. Bottom line is not to certify any programs that you don't actually plan on ranking, especially since there is no real reason to certify the list days or weeks prior to the deadline.
