I am an IMG and not a U.S citizen. I am applying for the programs this september. I am just wondering when I should register for NRMP? Should I do it now or I can do it later?

Just register before Nov 1 to avoid the $50 late fee...

You can register any time you want, right up until february. As mentioned, there is a late fee if you register after Nov. Some IMG's wait to see if they get prematch offers, which if accepted mean you do not need to register for NRMP at all.
