Do they look at +/- when looking at your GPA?

They look at the AADSAS calculated GPA. Here is a calculator that will let you calculate what AADSAS will send. It was pretty spot on for me.

Dumb question here but when it says to enter your letter grades, they mean without the +/- right?

Im pretty sure there is a calculation with +/- and one without. The one that your particular school looks at varies.

Put in the +/-. My school id not use them so I did not.

I actually had a member of OSU's admissions commitee come to my undergrad and she said Ohio State doesn't look at +/-.
