Ohm's law states that V = I*R, which is how you get (a). You or your source has a typo, though. Resistance is volts per ampere, not amperes per volt.
Combine Ohm's and Joule's Laws and you get power in a circuit: P = (I^2)R = (V^2)/R. Rearrange the equation with V and R and you get volts squared over watts (b).
