Here's a thread on using the pH trick - it will apply to pOH, pKa, pKb as well.

If you do this trick for the 4 listed choices, you'll see that B is correctly in order.

For this question, you do need to convert the Ksp values to OH- concentrations first though, but thankfully they are far enough apart that it can be done rather easily. That is a very good question.
