OOS to UMass and UCONN?

Hi all,

I'm applying this coming cycle, and I'm currently trying to cut down my list.
I want to stay in the Northeast, and UMass and UCONN are great options here, but I know that they prefer IS applicants.

Is it worth applying?
I am from the Northeast and have familial connections to both Massachusetts and Connecticut (and I go to school in Mass and my mom went to UCONN)- not sure if any of this matters.
