Opening An Inpatient Unit

What is the process of opening an inpatient unit? What would be the bare minimum standards to meet? I recently heard on NPR a story about a university in the South thinking it was a great idea to open a 4 or 5 bed post partum womens unit (as opposed to opening a larger mood disorder unit that included OCD, anxiety and depression?). This got me thinking what does it take to open your own unit? How many permits do you have to get? What are the common regulatory hurdles? Do you have to meet certificates of need like hospitals do? What's the nursing staff ratio? More details the better!

I know addiction and chemical dependency have their own special regulations in some states. I'll open another thread just for that.
