Is this request only for applicants with low GPAs or standardize test scores? Cause I don't really know what to say. My GPA is fine so can I just leave it blank or is that frowned upon? I don't want them to think "oh this kids full of himself"

An extenuating circumstance in this case would be an event that seriously impacted your GPA/ECs... for the worse. If nothing happened, great. I don't think they expect all applicants' parents be smooshed by a truck during undergrad. Nothing is fine.
