if stereocenter means surrounded by 4 different atom, it's already surrounded by 2 same atom, 2C so how do i call it stereocenter?
and the top one of cyclic molecule is surrounded by 3C and 1H so it's surrounded by 3 same atom, 3C, ain't i right?

you cant just end at Carbon...you have to keep going, like a tiebreaker. One of the Carbons is bonded to two H's and another C and the other Carbon has a double bond to another carbon with one H making it different. Same situation with the cyclic molecule...keep going if they are the same until they run into eachother/end up at a different atom/or end.
The point isn't that the carbon has to be connected to 4 different atoms, a stereogenic center is a carbon atom bonded to 4 different substitutent groups. Those groups can be anything different. An ethyl group is different from a methyl group, a carbonyl group is different from a carboxyl group. Even though the next atom to the stereogenic center atom is still a carbon in all the cases I stated above, the GROUP is different.
