pay before e-submit or after e-submit?

I was about to e-submit my application but then the checklist says if I paid yet.

Where do I go to pay before I e-submit?

I believe you're suppose to e-submit and then the site will bring you to the area to pay.

Yes, once you e-submit, they'll show a screen with a checklist. After that, it will direct you to pay.

I was confused too but you can pay after checking that box and go to the next step.
