Could an SUNY or PCO graduates please compare the two schools in terms of cost and education? Thank you

Cost: SUNY < PCO for tuition, but SUNY living expenses are higher.
Education: SUNY has an excellent academic reputation, but in the end you'll get an OD at either school.
