I think a PD should not go on vacation on your interview date. After all, in most places the final ROL is set by PD. He will not remember you when he want to rank and it may have a neg impact on your ranking.
I highly recommend you to do interview in a day that he is there as he has a huge impact on your selection.

Yeah, just send a short email/note thanking him for the chance to interview at the program and you wished you could have met with him. im sure you could set up a second look through the program coordinator to meet with him.
