I used Foxit Reader. I downloaded it from the net for free. It is a free software.
It's awesome.

I have a mac and that program doesn't work on it. So I used photoshop for short answer questions. A typewriter if I needed to fill in a date or name. And for essays I just left enough space in MS Word and inserted the application paper into my printer.
