No right answer for this... But if I were you, i wouldn't ask. Generally speaking when you ask for things that go against policy the answer tends to be no. If you want it badly enough, apply anyway and hope for the best. Sometimes when you show interest they might consider bending the policy.

I absolutely concur with not asking but just trying. The same goes for applying to residencies. I received multiple interviews from programs that advertise a higher Step 1 cutoff than my score.
