What does it mean when it says "Pending Host Institution Review" when tracking the status of an application for an away rotation?

I'm trying to fill one last spot for 8/31 and 4 of the schools still say "pending"... have they not looked at it yet? Are they not looking at applications at all at this point in time? Have they just not looked at mine? What is the latest that a program can contact you for an opening? I'm just getting nervous that this block is less than 2 months away and everything is still 'pending' ya know?

Thanks in advance!

Yes it means they haven't looked at it yet. They're probably working down the list in the order they were received. Most places give you a week to confirm or turn down a rotation so it can take a while. If they haven't turned you down it means they probably haven't reached capacity yet. Last year I knew people who got offers like a week before the rotation started. Unless they specifically ask students not to contact the program there is no harm in calling or sending an email to express your interest and see what is going on. One person I know called like 5 days before the start date after not hearing through VSAS and they offered her a spot over the phone.
