Penn State LOR requirements when have multiple degrees

I was just wondering if anyone from past application cycles knows how strict Penn State is about this policy :

In either case, no additional letters are required, UNLESS:

1. You have multiple degrees. If this is true, you must submit one letter from each of the institutions that has granted you any of the following degrees:

* Associate
* Bachelor
* Master
* Doctorate
I have no intention of getting a LOR from my old school when I graduated 5 years ago. Penn State hasn't responded to my email yet. Anyone have any experience with this???
 
i have my ph.d. and graduated from my undergrad a whopping 9 years ago. i called them up to explain my situation and diplomatically tell them how ridiculous it is for me to get a LOR from my undergrad. their response..."if you received a degree, we need a letter from that school". give me a break!!! who the heck is going to remember me from 9 years ago? and how much weight is that LOR really going to carry?

Yeah, that's pretty ridiculous. You would think they would be more interested in your recent course work than something that happened almost a decade ago.

I dont think they sent them out yet. I havent received mine!

I wonder whether I should just submit a secondary and see if they ignore/overlook it or just give up on this school.

If you cannot meet this requirement, you should explain why in your Secondary Application, and the Committee will weigh this in consideration of your application.
