Quick question - would it look bad if I didn't discuss my clinical/shadowing experience in my personal statement? I chose to focus more on my public health research and my work at the WHO since I plan to go into global health. Is discussing shadowing just in the Work/Activities section ok?

Yes. You can write about whatever you want in your PS. Just know that in most cases, the PS gets read a little more in depth than the laundry list of work and activities every applicant reports. So write about something that is important to you, and something you can discuss at length at an interview.
