Hi I am preparing to reapply this year and I am rewriting my personal statement. Would it be ok if I wrote that I am a re applicant and how I got rejected before?

I never mentioned being a reapplicant in my ps when I re applied. I would just leave it out, make note of what you have done for improvement.
