I was wondering if suggesting that since I have lived in smaller city and seen the underserviced scenario I think I should contribute to this cause..could this statement on my ps have a negative impact on certain schools which cater to bigger cities than I am applying to?

Should I exclude it?
 
I would include it - a lot of schools are looking for people to serve in underserved area, the fact that you live in one increases the chance that you'll go back and serve in one. I also grew up in an underserved area was also concerned about this topic. I didn't get the right advice and didn't talk about my background enough in my PS. I also didn't apply as disadvantaged even though I could have because I thought it might seem like I was looking for excuses and whiny. I was wrong. Anyway, it didn't hurt me too much, but I would do it differently if I had to apply again next year.
 
Just make sure not to use the word underserviced. The underserviced sounds like a population of people with poor access to prostitutes.
 
IT should help your cause because as has been mentioned, many schools are looking for students willing to practice in underserved communities. Good for you.
