PGY 2 OB Openings - hard for programs to fill?

Does anyone know if PGY 2 openings are hard for the programs to fill. My thinking is that there is a limited number of possible potential applicants. For example if 1200 start out the first year, say maybe 50 drop out to other specialties, etc., where do the fifty come from? At the very least it is less than a zero sum game? And I wonder how many applicants the average program gets for an opening? Any thoughts greatly appreciated!

2nd year spots are not as hard to fill as one may think. My program has three people that started as PGY-2s. Their program closed down and they found a spot there. Also, some people leave surgery to do OBG and those sometimes filter into second year and sometimes even 3rd year...
