PGY 3 spot opened up at Columbia??

I heard through a reasonably reliable source that a PGY3 spot opened up at Columbia neurology because a resident switched to neurosurgery. Would it be inappropriate to cold call them?

There is also a PGY3 spot open at UCLA (starting July 2008).
