Can anyone throw light if one can join a residency, if it has an empty spot after July 1. I have heard from a friend that ACGME regulations don't permit the program to fill the spot till Feb.

I've never heard of that rule. I just finished medicine residency.
There could be such a rule, but I haven't heard of it.

That would be news to me as well (ie, having to wait until February to fill a spot).
