Most pharmacovigilance jobs are either in industry or government. In order to work for the government you almost always have to be a citizen of that country, except in rare cases where there is a critical demand for a specific skillset, which is (arguably) not the cause for PV work. So you may want to start by seeing what opportunities there are for a path to citiznship first (marriage, military service, etc.). In terms of finding an industry job in the UK or Canada, I honestly wouldn't really know where to begin from your position. Does your university in India have any resources you could explore? Maybe search around the internet for fellowship or graduate programs that you qualify and that would be willing to sponsor you for a student visa, and then from there you could better network with potential employers...
Also, just a quick tip: even though this is an anonymous forum, folks will usually take you more seriously if you pay attention to spelling and grammar. I realize English is probably not your primary language, but at the very least you should be able to spell pharmacovigilance correctly.
