Some supplementals ask if you've applied to the school before, but it's unlikely that they'd have any old apps to look at, it's probably just to guage your interest in the school.
I know that some schools hold on to your file for a year. I can't imagine they would hold onto the file longer than two though. I know for sure that creighton held onto mine from the year before.
It's up to you, but I wouldn't recommend it. If you didn't get in the first time with that PS, it could be something about the PS that's limiting your application. In addition, you will have many more things to talk about that you need to add into your PS. Third, as a repeat applicant, you will want to play that up as one of your strong points ( commitment to the profession, maturity, etc. etc.) and that type of writing style is going to be different.
