Not exactly true being first in the country, enlisted military pharmacy technicians (possibly crosstrained as corpsman and medics) have been administering vaccines for years.

These enlisted techs even administer vaccines to military personnel for some not so conventional things such as Yersinia pestis, bacillus anthracis, and variola. After that, a simple flu shot given by a tech doesn't seem so bad.
