Phd programs that require a Masters to apply

Hello loyal SDN followers. I am seeking your help.
I'm hoping to attend a counseling(or possibly) clinical Phd program next year. Since I have an MS already I am planning to apply to some schools that require applicants to already possess a MS/MA. Does anyone know of programs that have this requirement? Thanks for your help guys!

NYU's counseling PhD program unofficially requires a Masters. I think they say it is "preferred" or something similar on their website. When I interviewed there, though, 39 out of 40 interviewees already had a masters degree.

Just out of curiosity, why would you select programs for that reason? Most doctoral programs don't have this requirement.
 
I think the New School may require a master's.
 
Eastern Michigan University doesn't require it, but when I applied they preferred people with Masters.
