I stayed at the Cornerstone Bed and Breakfast and would recommend it. The proprietors were wonderful, the room was comfortable, and breakfast was delicious. It's about a 15 minute walk to the CS testing center.

I stayed at one of the hotels by the Philly airport. It was way cheaper (~$55/night). It had a free shuttle to/from the airport.
I was at Microtel Inn, which was across the street from a SEPTA station (local railway). I hopped on SEPTA and got off in University City (next stop) and walked ~0.5 miles to the test center.
