Does anyone know if the photoelectric effect and photon energy questions would be fair game on the DAT? Or would this be considered physics. I feel like electronic structure of atoms has a lot of physics derivatives so I'm not sure how much I should go into this topic.

Yes, I can say with confident the photoelectric effect/photon energy questions was on the DAT! I took the exam yesterday (LOL) and it was on there haha 🙂

This is extremely important concept see it in the general chemistry chapter called the electronic structure of the atom.
