Is it possible to enter an allopathic plastic fellowship after completing an osteopathic general surgery residency?

I'm not asking if it would be hard. I know it would be hard. I want to know if it's allowed.

Yes it's possible, but I think you would not be allowed to sit for your boards though. The prelim requirements for the ABPS specify allopathic training.
