There is not enough information here to give a complete answer but here are some comments I have.

1. Those Step scores are horrible. They would make it hard for a Harvard grad to match. Unless his Step 3 score is a 260/99, I don't think things look good for him...and even then, nobody really cares about Step 3 if 1 and 2 are crap since you may not get through a filter.

2. USCE? Does he have any clinical experience in the US? If not, that's a major problem. As a graduate (rather than a student), his options are observerships, fake (and expensive) clerkships through some scam artist company like Americlerkship or clinical research where he interacts with patients.

3. Breadth of application? Did he not match because he only applied to 10 or 20 programs? Did he get interviews? To be honest, an IMG with scores like that needs to apply to 100-200 programs to have a shot at matching.

i think psych has gotten really competitive...its probably not as easy as people think.....definitely apply to many programs...in the 100-200 range....and in addition to applying for psych, apply for backup specialties like IM or FP..keep trying, you may make it....it often takes a few matches to get into a program for FMG's....i am an IMG and had lower scores and i post scramble scrambled into programs. first attempt is a plus too. i had attampts..
