could any body tell me what would be the effect for acceptance ,if gpa(ece) is 2.9

Is the gpa<3.0 is gonna effect ??????/ do i need to apply for wes?
All my 4 yrs.are my first atempts only ,i never gave a second chance .Is re -evaluation is helpfull in my case?
Any improvements needed in my status.please any one do advice me
