I got a welcome phone call from my program on Friday afternoon, and Monday got an email from the GME office with a bunch of documents and a warning that we should get our license application in ASAP since it could take 8-10 weeks to process.

It depends on the state. Not all have training licenses and there are some which are simply institutional and only take a few days to issue.
But you are correct in that those that require a training license may take several weeks to obtain - Even in those cases we have several months before residency begins and therefore students should relax a bit.
