post match surverys? not all applicants get them?

So far I've gotten 2 post-match surveys. The funny thing is me and my friend applied and interviewed at the same program, neither matched there and they only sent her a questionnaire. I assume I wasn't ranked highly? so here's my questions, aPD feel free to answer: do progams only send out surveys to applicants that they ranked highly, or do they send them out to all applicants?

I got a post-match survey too. In my opinion, they send them out to everyone they interviewed. I matched at a program lower on my ROL than the one that sent me the survey, so the program that sent me the survey couldn't have ranked me very highly.
