electrical potential energy is greater than gravational potential energy given the same conditions. Does this mean than gravtional KE is greater than electrical potental energy because PE= -KE.

I don't really understand what this is asking.

How are you saying you have the same conditions for electric and gravitational potential energy.

Ug = mgh
Ue = Vq
