I was searching online and came across San Antonio's Pre-Doctoral Program in Orthodontics. Can someone explain to me what this program is, if it really has any benefits for dental students interested in specializing in orthodontics, and whether other dental schools have "Pre-Doctoral" programs too. I've actually never heard of anything like this until now.

All it means is that DS2, DS3, and DS4 students learn about adjunctive orthodontics. I have no basis for comparison, but UTHSCSA might emphasize ortho more than other schools? DS2s can participate in an optional semester long ortho lab course, where they bend wires and make different types of appliances. In clinic years, depending on the student and the faculty, the pre-doc student can treat minor localized ortho cases. Of course most cases go to the grad program. Dr. Bryk is the man in charge of ortho for pre-doc students, and he's a fantastic teacher and even better person. 👍
