Pre-Interview Non-Rolling MD/PhD Rejections?

How is it possible for a school with non-rolling admissions to have rejected some applicants pre-interview if they've finished interviewing or are on their last date, but haven't rejected other applicants?

Probably, rejected them but sent them an MD only interview invite.
