Yes! It is not just OK, but needed. If you are truly eligible for an outside the match position (have competed internship) than you need to tell them you are interested. Before you go out to interview, if you are aware that outside the match positions are open, let the program coordinator know that you want to be considered. Then bring it up during your interview when asked, Do you have any questions about the program. There is nothing considered taboo or an interview killer other than being a douche bag or asking about obviously idiotic things (time off, policy on drinking while on call, etc...). People think there is some special algorithm to interviewing, but there is not, all you need to know how to do is answer questions honestly and intelligently, if you cannot do that, then bad interviews are inevitable. Any legitimate question about the program, the staff and the hospital and the area are fair game.
