I am applying for neurology(categorical and advanced) as well as prelim...shall I also apply for transitional positions ..Is it considered as an equivalent to the prelim year before the neuro residency?

I am in the same boat applying as well. One of the transitional program I talked to in the area said that they have had neuro residents in the past and their program prepares them well. However, I have also heard that some transitional programs are more geared towards surgical subspecialties and you might want to find out directly from the program. It might be worth it for you to at least explore local transitional year programs.

Agree 👍

From talking to my friends applying ROAD (which make a large part of TY applicants), it seems like a lot of TYs send out invites later than prelim med. So it's still worth it to apply now that we're in October.
