No- EM is not considered primary care by any practical standard now- The Bureau of Primary Health Care (BPHC)/HRSA does not consider ED's primary health centers & EM docs are not considered primary care providers by NHSC (National Health Service Corp) - And EM (via ACEP partnerships) is involved in two medical specialty lobbying groups- The classification of EM as a medical specialty vs. primary care is an important one from the perspective of federal funding- Nationally there is some movement to including EM in definitions of primary care (The federal buzz-words are: "part of the Nations' Safety Net")- ww
