Primary Xylem and phloem

What creates primay xylem and phloem? Is it the meristems? I know for secondary xylem and phloem its created by the vascular cambium, but I'm not sure for primary?

Yes, apical meristems to be specific. It seems like no one really uses the word "primary xylem" or "primary phloem" that much anymore. I would make sure you know secondary better and just what xylem/phloem are composed of.
