Chapter 4 practice passage #4

A carriage is going around, total mass in carriage=600kg, carriage is attached to mechanical arm length 5m.
Q. 4 states: with carriage full, ride experiences a power outage leaving mechanical arm perpendicular to horizontal. How much torque must mechanical arm provide to prevent passengers from swinging back down?

Answers include:
6x10^4
12x10^4=correct answer.
18x10^4
24x10^4

The reasoning was that torque=Frsintheta=mgr=600x10x20

where the heck did they get that 20 from? r=5 according to the passage.

Any help is greatly apprecieated!
