Real quick, is it worthwhile to mention specific program attributes/high points shortly in your personal statement?

Along the same line, should I wait to post my personal statement for the program that I am going to be rotating at next month( ie: submit my ERAS to said program with no PS, gather recon on program and then add "personalized" PS at later time)
 
you're overthinking this.

1. if you're familiar with a program, sure, mention BRIEFLY in a sentence or two how you fit in or how you hope to take utilize and expand the program's strengths. but the program knows their strengths and weaknesses, you don't need to discuss their attributes in your PS.

2. don't hold up your apps for a small PS change. early apps get the best interviews.

I didn't do this. If you have a well written personal statement that tells them the major points about who you are and what you're generally interested in, you should be able to submit the same statement to most or all programs.

The only exception I see is if you are a strong research candidate (for example, you have a PhD), you want to apply to research-heavy program and you have a highly academic PS, but also want to apply to some community programs as safeties in the area where you want to live. You might then tone down the research aspects of your PS in favor of a more general one to submit to community programs.
