Program quota less on nrmp

Some of the programs quotas are less on the nrmp thingy than they said they offer. Does that mean they signed outside the match? What is going on? Why is there less spots on the quota on the NRMP than what they said they offer and can be checked on frieda...

anyone else catch this one certain programs? quite a few actually.
