I believe on the SLOE form there's a spot for the program to list the percentage of rotating students who get each grade...so for them grades like high pass and honors would be 0%.
The grade portion is less important than the portion of the SLOE that asks programs to indicate where they anticipate ranking you (top 10%, top 1/3, middle 1/3, bottom 1/3) for this very reason.

This is correct. We put the percentages from the prior academic year for each of the SLOEs we write so P/F will be basically 100% P and 0% F. People mostly look at the top 10%, top 1/3, middle 1/3, lower 1/3 designations since that's much more standardized than each institution's own grading system.
